    What is the key role of the Director of the Secretariat?

    • Through regular meetings with the Deputy Director and in other ways ensures proper coordination of activities carried out by the Secrtariat departments, and proposes appropriate measures to the Collegium and the Presidency, as and when necessary; 
    • Every  three months reports to the Council on the status of implementation of the HJPC Strategy, in a manner approved by the President; 
    • In close collaboration with the Deputy Director, ensures that all departments of the Secretariat have, within available resources, adequate staff, organised in a way that they can provide effective support to the Council and its bodies. The Director, upon consultation with the Deputy Director, proposes to the Collegium changes of the systematisation of jobs, as and when necessary;
    • Continuously monitors the internal working environment and working conditions in the Secretariat and, if necessary, proposes to the Collegium measures for improvement;
      Drafts and proposes for approval by the Council the necessary internal rules and regulations relating to the preparation and execution of the budget; 
    • Ensures monitoring of all laws, by-laws and internal regulations governing the preparation and execution of the HJPC budget; 
    • Proposes to the Presedency a budget reallocation, if necessary due to change in HJPC priorities and/or unanticipated savings or expenses during the course of a fiscal year; 
    • Every month reports to the Council on budget execution, in a manner approved by the President; 
    • Signs or authorises other staff member in the Secretariat to sign documents necessary for budget execution; 
    • Drafts and proposes for approval by the Council the necessary internal rules and regulations relating to the preparatiopn and execution of donor-funded projects; 
    • Proposes to the Presedency a budget reallocation for donor-funded projects; 
    • Ensures monitoring of all relevant laws, grant agreements and internal regulations governing budget execution for donor-funded projects; 
    • Every month reports to the Council on implementation of donor-funded projects; 
    • Signs or authorises other member project or Secretariat staff to sign documents necessary for project budget execution.
